This feature sends automatic notifications to the administrators and IT department whenever a new skill suggestion is submitted, ensuring prompt review and action.

User story

As an administrator
I want to receive notifications for new skill suggestions from candidates
So that I can quickly review and consider adding these skills to the database

Acceptance Criteria

Scenario: Notification for Skill Suggestion
Given: A candidate submits a new skill suggestion
When: The suggestion is successfully logged
Then: A notification is sent to the administrator with the suggestion details.

Scenario: Email Sent to IT Department
Given: A new skill suggestion is made
When: The skill suggestion is submitted
Then: An email is also sent to the IT department (it@rockengroup.com) with the suggestion details.
